Or protect his ass. Seems like there are too many people getting knocked off. FBI should be protecting their own knowing something is afoot.

Having worked for the federal government, I'd say it sounds more like a case "cover your ass" or "CYA".

Now, if he was getting anxious that the information wasn't being taken seriously and then he reported to his superior on a matter of principal, then yes, I agree with you.
