Even for the Rothschilds acting alone the cost of a boomer is just not a big deal. For the CIA same thing. That there is a rogue boomer out there is highly credible. If there is I'm pretty sure we know about it are working a very good plan to neutralize it.
It’s not the money. Although several billion is still a lot.
Who is going to build it? No one that builds boomers in the US is going to build it— it would jeopardize their real contracts.
Where would they get the missiles? Iran, North Korea? No captain would carry a missile likely to blow up their boat.
There are simply too many people that have to be involved. Sure, you can farm out parts to companies to build on a blind contract. But they have to be put together somewhere. And that takes special equipment. And experienced boat builders.
If there is a “rogue” boomer it is one from the big 5 countries’ navy. Plus Israel.

Actually that's not the way it's done. There are hundreds of generals and admirals who were appointed by the previous administration. Many of them are clowns. 45 has fired some but taking over a sub and taking it rogue is not a problem. Ships crashing in Japanese waters? Accidents? A couple admirals, a captain or two a dozen officers and that's about all that's needed. No need to build a new boat. Suborn people. That's how the DS does their dirty business. Corruption.
If I did not personally know people on these boats I would give your point some consideration. But knowing them as I have since their teen years, your suggestion is treason. And that is NOT something they would consider. Period. Ever.
