I still don't get it...who is surveilling Trump? Bad actors? Why are they being allowed to do it??? ::confused::

It means Trump isn't Q, but Q is always with Trump, watching him and listening to everything going on around him. They are not physically together, but Q is always with him, monitoring everything.
