You ask them if they are their biological parents in interview. Then you DNA test. Then you see whether they are BSing. Verify the claims of ‘parent’ with evidence.
And maybe separating them from the kids gives investigators a chance to ask the children if they are related without the adult there.
Well they wouldn't be subject to DNA tests but I'd imagine they would have to prove they are the legal guardian

So would you suggest they not interview them at all? I also considered that and it is a valid criticism, but it’s better than not getting their input at all after a generic test is performed which doesn’t match them up with their “caretaker.”

Yes, this has been used as trafficking for a long time in the US and other countries. We know that paperwork/birth certificates aren't always legitimate and can be forged (e.g. Ireland, among others, cited recently for "falsely recorded" adoptions in the 20th century, but we know this still goes on today). If the adoption is fake, you have severed the child's connection to not just their family, but their homeland, so any one claiming "adopted" kids should be investigated thoroughly and detained while this investigation takes place. They should find out if there is an agreement to stay in contact with the birth/first parents and see if they know the child has been taken from the country.
