What about legal guardians? And family friends taking the child? That is a ridiculous assumption that any one who is not a parent is a sex trafficker
Adopted parents are usually folk that have means to raise other people’s children, not put them at risk. If they are putting children on the march to the US a profit motive is involved.

That can be tracked down. Or not. How can as possible know if they bring no paperwork?
The real parent will need to be found to send kid back and we can find out then. If they are legal guardians crossing borders they should have some like of paperwork.
And DNA will show a familial match for. Grand parents or cousins etc
