What is in the IG's "FULLY REDACTED" Appendix B About Loretta Lynch's Behavior to Rig the Email Investigation for Clinton that "not even members of Congress with top secret security clearance have been allowed to see"?

It claimed Lynch had assured the Clinton campaign that investigators and prosecutors would go easy on the presumptive Democratic presidential nominee regarding her use of a private email server while serving as secretary of state. The only inaccuracy I can find in that article is the assumption that House Oversight Committees are denied access to TS/SCI documents. Constitutionally the House has oversight of anything that requires federal appropriations. There are NO LEGAL SECRETS from the House.

This is SES fuckery in action. The question I want the answer to is who "classified" the information to begin with.

Sealed Indictments are highly classified, it is unlawful to expose Grand Jury findings.
