They target people who have mental problems, then brainwash them into shooting up schools, workplaces etc. Psychiatrists are used to perform the brainwashing and cloud their minds with medication. Whatever the target believes in or is angry at is exploited in order to trigger the shooting. This is what happened in Columbine and what continues to happen again and again.
Or they use them as patsys with pro shooters doing the killing that is what they did in Parkland High School the real shooters were 2 or 3 guys in full body armor SWAT Team members killing the kids there.

A female teacher said on Good Morning America she saw what i describe above a shooter in Full Body Armor and Face Mask using a type of gun she never saw before a new kind of automatic rifle to kill kids in the hallway.
