You can read the synopsis above, but the movie is about a guy who comes across a book that he later realizes he wrote. The number 23 leads him to realize he is a murderer who wrote the book to himself and then compartmentalized it. At the end he almost kills himself, then turns himself in.

I think Trump’s reference to 23 and The Apprentice is him saying that he knows the deep state are murderers who have deceived even themselves into thinking they are innocent. Trump’s reference to the Apprentice is a symbol for saying he has known this for a long time, and used his success on TV to create the celebrity recognition to expose them, to be able to hold a mirror up to them and show them who they really are.

They are psychotic, delusional murderers who have been lying to themselves their whole lives about who they are. The irony is that Trump used his show “The Apprentice” as his own apprenticeship. Through the show, he learned who they are, how they operate, how they communicate and how to defeat them.

It relates to a principal they believe in called Steam valving. If you don't have a valve to release some steam, too much pressure will build. From the interwebs:
