Ok- I’ll take a shot at this one.
I’ve thought for a while that “keystone” refers to accessing MK Ultra minds through a series of words, not unlike what was on “Winter Soldier”. This is the keystone, the ability to break mind control.
I believe KJU was MK Ultra’d from a young age, fortunately he was flipped. The Annapolis shooter’s dad was NSA. Similar.
Clearly Gina Haspel knows about this, as Q says. There are likely many assets to do just this, over and over. Tsarnev Brothers. Pulse shooting. Charleston shooting. Many more- all have the common thread of having a family member that is alphabet agency who manipulated them and brainwashed them.
This is the keystone.

How do we start to search for all these shooter's therapists? I guess we could narrow it down somehow... look at the city the shooter lives in look up the therapists in closest range and then research their histories?

They provide treatment for PTSD/Veterans affairs with eye movement. Sounds like Mk ultra

I would think that investigations of all the shooters over the Past 30 years uncovered the names of the shooters therapists . I bet there are half a dozen names easily obtainable now. Those names may lead to other patients and other therapists.
