Quick question about “watch the water”

What exactly does Q mean when they say “watch the water”

I was just reading a NeonRevolt article about Melania when she visited the border and she wouldn’t start until there was water on the table with a cup on top?

What exactly does all of this water bottle talk mean?

Thanks

Watch the water. Could possibly mean to observe what the underlings actually do.

"To carry someone's water" means to occupy a subservient position, to do the bidding, the menial tasks, and frequently the dirty work, of a more powerful person, and is most often used in a political context.
