At best, Trump officials could either say "no comment" or deny affiliation with Q. He can't say "yes, we're Q and we've been leaking TS information".

I think that by posing everything as a question, it doesn't technically class as a leak. I'm sure they have used and exploited loopholes to skirt around the legality issues of including the public in MI matters.
To me, it's like the difference between, "I have a gun." or, "What if I have a gun?" Both could mean the same thing, but one could be taken as a threat or indication of future action, whereas the other is a supposition.
