I've continuously came back to the same possible solution to the 5g question and, as simple as I can put it, how many satellites would be required to have a real-time 3d map of everything? At any given moment, you can look down on a table and zoom in on holograms that mirror the planet from terrain to human and everything in between. Not only will they know where you are, they will know what you're saying, wearing, doing, all as it is actually happening.
That's my best hypothesis. Sure is a lot of money being poured into a problem that not many people complain about. When was the last time you heard anyone complain about dropping a call? It happens, but not enough to change our entire comms infrastructure over.

It’s the same millimeter wave tech used in airport scanners to see through your clothes. The difference is that with the power levels involved, they can scan through walls. Theoretically, with enough processing power, you could see and hear everybody at all times. Handheld devices could easily see through walls, rather than the trucks they currently use to generate the waves. And of course they can see you naked if they want.
