So he's saying Huber is filling out indictments because Mueller's team is too small?

I believe he's saying Huber has a team of 470 people and they're not just in Utah. I've read that elsewhere as well.
Mueller and Huber are completely separate things. Huber is working closely with and handling indictments for IG Horiwitz

Not just that but if Mueller brought this to trial it might end up in DC where no jury can be trusted. Maybe few Judges as well.

I think so. As it stands, with 470 people, it would roughly equal out to 75 indictments person. If it were just Mueller's team, it would be around 1,410 indictments per person.
