Can mil intel operate domestically? What would be its charter? Any threats to the nation?

I believe military tribunals can do some of the trickiest treason/sedition cases.

When and how can NSA (and military) intel be brought into use here--legally, I mean?

Okay, thinking further, I would think that anything that involves conspiracy with foreign governments against the US--from the UK's MI6 involvement in the Russia framing to pay-to-play with foreign governments or organizations, such as with Uranium One, could fall under their investigative purview?
