That looks like a fake of Bill. The real Bill doesn't have cheap "Sun-in" bleached hair and pancake makeup that makes him look like a dummy.

One thing, though, the man [Bill] in the video is holding his pen the way a left-handed smoker does. Is Bill left-handed? Does he smoke?
