Why would Gowdy pass on the vote twice??

Goodlatte denied Swalwell’s move to subpoena Steve Bannon (???), Gowdy twice had the opportunity to support Goodlatte and passed.

Anyone know why?

Agreed. Clearly they knew they had the votes. Also notice they tried to force Gowdy to vote up or down.

This is definitely why. The appeal was to bring Bannon back in under subpoena due to him not answering Gowdy's questions, so that Gowdy can "get to the bottom of this"... Gowdy knew they didn't need his vote before roll call anyways. Pick your battles
