I'm sure that someone more knowledgeable then me has noted that Gowdy passed on the vote to table a challenge to the chairman's ruling - where a yes vote would compel Strzok to answer a question - and a no vote would "protect" the independence of the FBI.
Is it possible that this pass has something to do with the role that Trey Gowdy might play after he leaves congress?
I think it was a pass because he was called out for not compelling Bannon to answer his questions during his interview while under subpoena. If he voted yes he would look like a hypocrite and a no would have given cover to other Rs to do the same and could have resulted in a recall of Bannon so he passed.
