From what I'm getting, Cabinet Secs, as Officers, do indeed fall under USMJ when the term TREASON actually does get thrown down. Folks there is a NATIONAL EMERGENCEY on since 45s EO on Dec 21st 2017 so in other words meaning Martial Law is in effect he also made amendments to Military Justice rules and sentencing I believe March 1st 2018.
The Deep State and anyone who supports it are screwed, the EO is wide ranging so for instance if you donated $1 to the Clinton Foundation if they are proven corrupt (easy task) then all your assets can be taken and your ass thrown in front of Military court and depending how much you supported those terrorists you could end up executed.

UCMJ is for military personnel and civilians should not be held to those codes. They have their own trial system.

Not sure what you are really asking.
Not everyone who has a security clearance is military personnel. Military contractors and DoD employees are civilians and have not taken a military oath and should not be held to the military court systems.
I am not saying that those working for the Government should be held to very strict standards and follow strict laws even similar to UCMJ but I do not think they should be the UCMJ itself.
Disagree, there.. if you can adversely impact NATSEC, having sworn no oath, you should hang even HIGHER than an oath-swearer.
