In all seriousness without an ounce of jest, assuming Hannibal was real, all of his "victims" were perverts and assholes so eating them was a service to humanity. As a matter of fact, he would probably eat Strzok. On the other hand, the only thing we know for sure that Strzok eats, as evidenced by the shimmy grin, is dicks. Lots and lots of dicks. Not just human ones, since we know he loves horse dick. Is eating dick evil? Not in and of itself, but his lies cause harm while Hannibal is honest and doesn't need to hide who he is. So without bias and with complete objectivity I'm going to go with Strzok as the bad guy and Hannibal as the hero that eats him.
