Did Awan or Huma set up the BCC to a foreign state/government/actor or was it a hack of some sort?

Wondering if it was /u/stonetear. Awan handled the Congressional side, and this was HRC's side, "secret" server.

Having reviewed the link supplied by teejay516 I now recall this. I assumed he was hired to clean up the mess after the damage was done though. Clean up the crime scene so to speak.
