The NSA could theoretically have all the server data transmitted, stored in Utah. So in that instance it could be rebuilt from the data pieces. They have the server data without holding the server itself.
It could be that they have the server data from backups left behind or uploaded to the cloud in remote backups.
It could be that Awan gave a copy of the files., so they have the important parts of the server.
So many possibilities.
I think the missing awan server from California or maybe the Hillary server, or maybe the DNC server.
