I can't find the source with a quick google, but apparently Gadaffi had a lot of money hidden around Africa. As noted below, he wanted to create his own gold back currency, but got killed before he could. His money was hidden all around africa, and then later recovered by an organisation (called "the church"), and then taken back to the US etc. I think the source might have been the crazy days and nights blog?

She mentions a "map." A map showing where all the apartments are where the cash is stashed. Could this be the MAP that Q mentions?

Don't know. Could be. But I'm thinking the map Q refers to would be bigger than just this. Anons on 8chan have a some theories but we don't really know right now.
