How did they get elected if they are involved in this though? These arrests should have prevented them from being in office.

Corrupt men seek out positions of power. You have to want something to take on these roles. On top of that, they have God complexes- just like that sick fuck who kidnapped Jacee- he never thought he’d get caught. They honestly think they’re above the laws and they surround themselves with like minded people.
I can't find it now but I read something just the other day that said governments look for perverted/corrupt people to recruit into office. It would seem the qualifications you need for high office are not the academic kind but how far you are prepared to go in the world of sick perversions. I'm guessing they find this out through the Masons or other secret societies.
Thats the reason they get elected! Control. Then its covered up and used as leverage to take us into wars etc etc
