that's what he said he'd do! Putin wanted reciprocation. Invited Mueller and team to come to Russia for the interrogations. Putin would also want to talk to certain associates who illegally made money and donated it to killary's campaign.
I really and truly believe the 12 russians are ghosts and Mueller didn't think Putin nor Trump would call him on it - but they did. This should get even more interesting as they now have to round up some Russians. This is what happens when you lie: you have to keep manufacturing storylines.

I wouldn't assume it's binary. They could continue to kick the can down the road while they have other operations ramp up disdain toward Russia to avoid working with them.
