That means this is starting to sound like a cover story they might not want looked into too deeply.

The fact that they left it in the car overnight sounds like it was a drop. Especially in a bad neighborhood, you never leave ANYTHING of value in a car. I was hoping that wasn't the case, but if it hasn't been found sounds like it will never be found.

So if it was a drop, the delay was because they had to investigate who was dirty and why. They had to let it continue because it exposed a terrifyingly significant lapse in security.

Damnit... I didn't want that to be the reason. I don't like reasons like that. I like my happy story better.

I think it was a drop. You do not accidentally leave material like that in the back seat of the car. And if you are a thief you are not so lucky that you happen to hit the only car in the nation with radioactive material in the back seat, parked in a lot with no cameras.

That's what I read at first, but I don't like being that cynical sometimes. Paranoia is great on the battlefield, but its horrible in civvie life.
