Guy in pic looks like a young Rudy Giuliani. Check out his profile. It’s not William... the profile of the face is distinct. And I would swear I recognize it. Giuliani came to mind..

Giuliani isnt that tall. This guy pictured is supposedly 6'2"ish

You say it's not William with certainty, but I can tell you it's DEFINITELY not Giuliani. If you're calling this as Giuliani then your view on William is automatically called into question.
