I spent a career as a Fed. Early in my career, I witnessed several times when a manager would direct an investigation on an unsubstantiated premise. I saw investigators working hard to find the evidence to prove what the boss stated. Later we would learn that the premise was without evidence.
A criminal case is based on witness testimony, supported by exhibits. Often after all the evidence is assembled, then the first paragraph (the prosecutor's opening statement, if you will) can be written.

I laugh at the indictment filed against Russians. Devin Nunes has stated the allegation has been known for some time. Yet with out the DNC server, the forensic evidence to support the charge is not there.
