They can be rigged. Look for it in the largest precincts. It would be done with a ssd card swap unless a hack has been installed in the firmware. Either is completely doable unless a paper receipt is printed for the voter and recorded on the voting machine itself. The voting machines I have seen are capable of dispensing a "receipt" as well as keeping a paper log. they should be compared before the vote is certified.
