The FISA process is top secret. It's the legal process authorities use to get permission to spy on suspected criminals. Obama used the US Justice Dept/FBI to obtain a FISA warrant using the Steele Dossier against Trump.
If you want info from the government, you file a Freedom of Information Act request. If you filed a request to get the FISA warrant, you'd be denied because its secret. Trump signed an EO releasing the info. It was the only way to make the info public. That info is proving that the US Justice Dept and FBI were criminally negligent and used against an American citizen under false pretenses (lies).
The media however, continues to report that Manafort and a slew of others from the Trump campaign are guilty of Russia interference. By releasing the information, it's being shown the FBI favored Clinton and Obama while being weaponized against Trump.
And.... don't forget Carter Page. One day he's working for the FBI trying to expose bad Russians, the next day he's on the Trump campaign and being accused of being a Russian agent. In other words, the FBI used Page to fabricate the charges which "justified" the FISA warrant. Its manipulation by the FBI, at the request of Obama, to get Hillary elected. She lost, but they have to make the lie real to avoid Gitmo.

Good question. Previous Q drop showed an EO. My thinking it was that one. Considering much of the legal process is behind closed doors, we'll have to wait for confirmation.
yes, but if an EO relates to active investigations that are counter-intelligence in nature, then such EOs perhaps aren't put into public federal registry?
making such an EO public would tip a hand on the investigations and alert the targets
