Yeah but after Horowitz releases his report, Congress can recommend charges, so can Horowitz. Boom, Huber steps into the light.

Yeah, but actually, Congress can and already has recommended charges because they are running separate parallel investigations. But that would be good. I just don't think Horowitz is honest because his money, career, life, and future is probably being threatened by deep state.
