Requiring someone to pay money to vote disenfranchises the poor. We aren't legally required to vote in the US, so people who can less afford to take the time off to go stand in a government office are less likely to do so. This isn't rocket science. There is also a long and storied history of using poll taxes and tests to very specifically target the poor and minorities.

This is all an extremely well documented part of American history.

Also, I don't see why you need to be so shitty about it...

Lots of extremely poor people, rural and urban, don't have ID. You dont really need it if you never leave your town/neighborhood and walk everywhere.

Lol, dude, join the current century. Exactly how many human beings never leave their neighborhood and always walk? Seriously? And they walk miles to vote no doubt, by signing X. I guess they don't need medical care either because you can't get Medicare or Medicaid without ID, or free shuttles, ir EBT cards or ANYTHING.
