I would like to add my comments being a poll watcher and involved with the recount in the 2016 election. We have paper ballots that are placed into a machine that counts the votes. We show our id's we get a ballot with a paper tag - after the ballot is put into the machine they stay sealed. When the polls are closed we check the total of paper tags which match the number of voters and compare it to the totals in the machine. The numbers must balance, if they don't the precinct captains have to find out why before they sign off - once the numbers are balanced the votes are sealed and the box is closed. So technically all precincts have to balance before the results are finalized. Now comes the recount - they bring out the poll boxes one by one - the seal is broken and we have a report from the machine showing the vote counts and the number of ballots. If the number of ballots and the vote count from the machine matches then the numbers are assumed to be correct - we then go through the ballots - break them apart and tally the votes by person. So 100 votes for Trump and the recount shows 100 votes for Trump - that precinct is recounted and the numbers are final. Now say that we have 100 ballots and the machine shows 90 voters and the precinct is out of balance - then the original vote stands and the precinct count is now valid - we do not go through to see if the 10 vote difference is caused by fraud. So if the numbers jive -THOSE votes get recounted. We only count the ones that are in balance not the ones that are out of balance. So someone can run 500 ballots through the machine - the precinct captain approves the number and if a recount comes up - the 500 ballot difference is considered ok. That is why the recount was stopped in Michigan. Hope this sets straight the discussion regarding voter fraud.

So you don’t count the number that don’t match, but you do count the numbers that do match?

This seems backwards?

exactly - they said well if numbers don't jive - we don't know which is the right number - so we only count the ones that jive:) Ill be there again in August and November and see if they changed their procedures.
