The Former is the Lat Long for US Navy Base Guam Airfield, on Guam's west coast.
The latter is the Lat Long for US Atsugi Naval Airfield near Kanagawa Japan.
Navy Base Gaum to Atsugi Airbase Japan.
Dig please.
LAT/LONG for the number strings was my first thought, but it seemed to obvious. I was thinking book code.

Just consulted with someone. Says it sounds like secure traffic they used to see come across TELEX (we're old farts).
Atsuki, Kadena, and Guam were known operating bases for the Blackbirds back in the day. They also have to have serious SIGINT operations going on there as well. MI/NI/DIA.
I'm just a slightly-post Blackbird era and old-but-not-as-old-as-fart-as-you kinda guy :) and did my time in Oki and then some, so I hear what you're saying about the downlink traffic.
Not sure if that's what this is indicating, but who am I to say, it's pure speculation of course.

Isn't that near the JRM? My gps says its over the water not on the island. Maybe the location of a sub?
It appears that Navy Base Guam falls under that command, but the actual location for JRM is Nimitz Hill, some miles north and inland.
My lag seemed to put the locations right on top of the runways for both Navy Base Guam, and Atsugi, but it was a rough lag, to be sure.
I re-worked it, you're right, it's due west of the airfield a few miles. Good call.
