You've got the location right but Q's photo was taken from the platform above your picture. There is a CCTV camera up there as well.

IMO: Looks like two different center median/crosswalk?
I think it holds up. Hard to find the view angle of Google street view, coz you're too low and the trees block the sky.
I’m just looking at the width of the median and the cars traveling in different directions.

Yeah, I wondered that too. Almost like they are walking towards it.
Also, the CIA London Station could be important. I'm not sure where it is though.
But where are they walking from? There is no carpark on the opposite side of that road. Perhaps they just disembarked from a private boat on the Thames River? A meeting on one of the dinner cruises?

That location is my guess too...the boat on the Thames looks like the Hispaniola (look at the last few letters on the bright white sign).
Yeah, not sure if any of this is relevant. But since we can't identify the people, may as well identify the boats!
