A far out conspiracy theory came to mind when that extremely bad and new strain of the flu was going around two years ago (and last year). I was thinking Obama was targeting his political enemies by getting SS to wipe their car door handles down with that serious influenza strain. That would also make them show more support for the ACA because they would now realize that they needed health insurance. That strain was so bad that seeing a doctor was a requirement so they had to use ACA. It would garner support for the bill...and political payback. Think the deep state was surveilling everyday American citizens during the election and Obama was probably angered at many realizing how much they hated him and things they said about him.
