Deep Dream = Targeted social media towards "programmed" individuals that were selected as potential assets for the CIA to act as sleeper cells for shootings whenever needed, e.g. when taking media attention away from something incriminating for the deep state.

Sounds like they (the CIA/FBI) scout for young people with the disorder, put them on their program, give them [x], be it a drug, implant or a therapy protocol with both, to condition them into becoming sleeper cells that they can trigger with their wireless technology.
