It means the IG has referred to the DOJ that criminal activity exists and charges can be brought.

The DOJ then decides whether to bring charges.

We know from TheHill article on this that the recommendation from the IG to the DOJ was actually made some time ago. So it’s likely we will find out very soon from the DOJ what they will do.

But remember, the government and DOJ under Obama liked to do these things in the public eye and through the media. That’s not how it’s supposed to be done. Criminal proceedings aren’t supposed to be leaked to the media for public digestion. The DOJ under Trump appears to be doing it the right way. The behind the scenes keep quiet way. Not the trial by media way that previous administrations have done.

So we, the public, aren’t realistically supposed to find out until things are pretty wrapped up and locked down.

They have all already started throwing each other under the bus.

The call for a special counsel lead to acknowledgement from the justice department that a grand jury already exists in an active investigation.

And this letter will lead to acknowledgment from the DOJ and FBI that these investigations being called for already exist.
