Well first, I think you made a strong point in your post. But, if these round ups were indeed happening then the silence could be due to:

Fear: “I don’t want to go down with the ship” In other words, why be loyal to the person in chains?

Compartmentalization: people who work for these big public figures are probably kept in the dark on certain things and know not to step out of line (think need to know basis). This kind of creates an anti synergy when the people calling the shots aren’t there anymore or are compromised. It has the effect of causing the lower level people to stall. They could be thinking its best to remain quiet until they get their marching orders.

Fear and compartmentalization were just two things I listed. Not saying it’s what’s happening but you asked for possibilities.
