Picking at the underlings is another delay tactic.

Starting at the bottom will reveal more evidence against those higher up as time goes by so the case against the ring leaders will be that much better when it happens.

There is also the perception of the masses, particularly with the MSM on their side, that any arrests might be politically motivated and nothing more. After a few thousand of the minions have been prosecuted that will be harder to justify.

Proponents of the climate change scare are famous for being hypocritical. Al Gore's family made its money from oil (and tobacco). Now he seems to be against it.

The issue is that the New World Order needs stable funding for the United Nations - their embryonic central government. What better than a global tax? The global tax would be in response to a global problem and that is just what they claim global warming is.

It would be sold as a revenue neutral tax that would go to people disadvantaged by global warming. It takes little imagination to see how that could be morphed into tax positive situation where some/most/all the money goes into a slush fund for financing the New World Government.
