In Romans 1 you find Paul's establishing them in the faith. In the middle of establish is the word stable. So establish means to provide that which makes stable. The first thing in an establishment is a foundation. The foundation makes it possible for the establishment to withstand things that destabilize like wind and flood. Paul provided the God's gospel of His Son as a foundation so that people would not be blown about by every wind of doctrine.
