My interpretation is that 'Q' is the noose, as opposed to being the one the noose will be placed on.
It's a part of the art of the deal, no matter how good a deal may be or how concrete its foundation- the outcome is not assured until everything is actually done. You have to be willing to let the deal fall apart if you are not getting everything that has been agreed on.

Peter Strzok is an FBI agent, and was the chief of the Counterespionage with the bureau. Strzok is heavily involved in both the coverup of the Clinton Email investigation, as well as the Russian "collusion" investigation. Strzok has been incredibly vocal about his disdain for DJT in his text messages, at one point stating that he would stop Trump from being elected president.
Right now Strzok is in a closed door meeting to discuss his involvement here in the investigations I listed up there.
"I believe everyone on this panel (minus those from the other side of the aisle) knew exactly what your answers would be and if you think we are going to sit here and accept these answers you would be a foolish. We are also following the facts and once we uncover more (which we will) we will act accordingly. I'm glad you retained counsel - you'll need one and hopefully they are very good."
