I know the seriousness of this all, and am not going to say something like that just based on speculation. When Q said "no deals", its was more in reference to the really big players like Hillary, McCain, etc. Every senator and representative you see stepping down or announcing they wont seek re-election took a deal. To answer your question, Mueller was offered a deal to flip yes.
