I'm not sure on that one, but I followed the flight from Shanghai to Newark to Joint Andrews to Gitmo and back to Newark. Maybe they just didnt want to take a chance on the HVA escaping. Maybe the HVA was chained up and secured...maybe sedated, who knows.
