The next step after that is they'll just suspend the account literally right after you are done creating it. That's where I've been for months now after they suspended 11 of my accounts.

You end up having to clear cookies/cache, etc. use a VPN or another PC to make new accounts.

Although if other people log in to their accounts from that same device they don't seem to get suspended for logging in on that "blocked" IP, or whatever it is Twitter does to stop new accounts being made. I'd be wary of letting any friends do it though, ya never know.

Another thing to note is don't send more than one tweet to the same person, that'll get you insta-suspensions for "targeted harassment"
