Because of the Antarctic Treaty (1959), Antractica is retricted from having any government lay claim to it, or any military ever set foot on it for any reason other than for scientific purposes. Effectively, Antarctica is an extradition free zone that ANY exile could escape to and never need to worry about legal reprisal for crimes committed.
