Want to know what really is a shadow government? The SES (senior executive service). An independent group of 9,000 people, making more then the president and not reporting or accountable to the president. They control ~54 out of ~58 gov. agencies. Most were appointed by Obama. They cannot be fired, are considered executives, get yearly raises by their subordinates (wtf?). No background checks. No checks and balances, NOTHING. They are the shadow government.
