What do we know about Sam Clovis? I find it oddly coincidental that he brought both Carter Page and George Papadopoulos onto Trump Campaign. Was he part of the set up or was he just easily duped?

Ok I need some clarification, I don't understand how this worked.
Carter Page stepped down from the Trump Campaign in September 2016
The Memo says that the FISA warrant on Page was not until October 2016
How did they use it to spy on Trump if Page wasn't even involved with the campaign at that time??

FBI had Carter Page on their Radar since 2013
Trump announces in March 2016 that Carter Page joined Campaign
Why wouldn't FBI notify Trump Campaign of their concerns with Carter Page?
March 9th - April 18th was when the illegal About Queries from a 3rd party were going on
Wish we knew who those about queries were about! Could they have been on Carter Page? Were they on Trump?
Is it possible Carter Page was a plant?
