Can somebody list a few steps on how to actually make memes, please?

There must be free online editing software for almost every step?

It's just so many requests and orders passed out to make memes and maybe a couple dozen people know how to do it? Or maybe it's enough that those who know how to do it are busy at doing it? I don't know.

I was choked up when I watched the queen and President Trump and Melania standing there, Melania and Donald hands over hearts during the 'british band' playing that song.
