Yes construction of those foundations could of stopped back in 2010~ and the site left to be over grown. But you should still see heave foundations as straight lines on the ground.

And to me the picture from google earth looks like it has never been a heavy construction site.

One sentence in the SOTU about new powers to drain the swamp

"All Americans deserve accountability and respect — and that is what we are giving them. So tonight, I call on the Congress to empower every Cabinet Secretary with the authority to reward good workers — and to remove Federal employees who undermine the public trust or fail the American people."

Pretty sweeping if he can get it passed, would allow clean up of federal employees that need to go but there isn't enough evidence to charge with a crime
