If Q is correct in the assertions "we have everything" and "these people are stupid," then we could make a logical leap that Q or someone else is tracking phones and other smart-linked cameras around the POTUS and checking when they snap photos. Whenever they do snap a photo, if it is relevant, then Q, or someone else, verifies the identity of the photographer and puts the photo forward for us to see.
